Comments from the Chairman
If you haven't noticed, TSO is growing. There are several new offices either opened last year or opening this year. I think this is not only because TSO is a wonderful organization with many benefits, but also due to TSO doctors and Network employees excited about TSO. I don't need to sell you on the benefits of the TSO system, but many of you are singing the praises of TSO out in the real world. It seems to be working. With more TSO offices, this positions us to be to be more attractive to patients and insurance companies. TSO doctors have an opportunity to make a great impression to the first year optometry students on January 20th. If you have never been to a first year "meet and greet", it's a lot of fun. This year we will meet at Cadillac Bar at 6:30 pm. The Cadillac Bar and Grill is located at Shepherd at I-10. Hope to see you there. Grass roots optometry is the single most important factor in keeping Texas optometry strong and viable. The TOA has a very important meeting coming up on the 17th of January at the Magnolia Hotel in Houston. A close personal relationship with your legislators is the best way to ensure your practice lifestyle is protected. Grass roots is also the direction to become aware of enhanced practice modes of emerging technology and procedures that will benefit your practice and most important, the care of your patients. We all need to band together to protect our patients' visual welfare.

New design and features!
A new updated eNetwork has new features - both in design and function - that will make the time you spend on TSO's extranet of value to you and your staff.
The new features include:
More graphically appealing with greater capability for photography and artwork;
Easier to navigate to sections of information that you are likely use most frequently (hot links on the ride hand side such as Vision Plan Sheets, Vision Plan Members, Education & Training, Forms and Manuals, etc)
A more intuitive and inter-active EVENTS section that includes an invitation feature identical to EVITE that includes RSVP capabilities and viewing of attendees,
More e-Store flexibility;
Ability to set-up meeting registration through eStore when a fee is charged for the event;
Subscription feature which allows users to agree to be emailed when content changes are made or is updated (i.e., relief doctor resume posting through TSO.com, forum postings, event updates, etc.).

It's important to complete Network member survey
On January 4, a survey that can be completed easily and quickly online was emailed to every TSO Network member. The survey asks questions that will provide the TSO Network staff with important information from our customers (our doctors). Providing you with value and benefit for your membership in the TSO Network is our highest priority.
If you have not completed the survey, please take a few moments to complete it now. Your opinion on a number of issues from the lab to advertising matters is critically important. Please contact the Network office if you need for us to resend your email survey.

TSO part of prestigious UHCO Scholarship Wall of Honor
Each year the doctors of TSO contribute $10,000 in scholarships to students of the University of Houston College of Optometry. This is a tradition that continued since 1997.
On October 25, UHCO unveiled the Scholarship Wall of Honor. This permanent display was created to pay lasting tribute to the individuals and groups whose generosity continues to impact and benefit the lives of UHCO's current and future students through scholarships.
The display hangs in a highly visible area on the second floor landing of the college. "UHCO is proud to have the partnership of so many individuals and companies whose gifts will continue to impact the lives of optometry students forever,"said UHCO's Dean, Earl L. Smith III.
Student sends letter of appreciation to TSO and Dr. Cameron Smith
As we all know, becoming an optometrist takes not only hard work and dedication to the profession but also requires an extensive amount of money to pay for tuition, books, and equipment. Every year Texas State Optical helps students meet there financial needs by giving a number of donations to the program.
This year, I happen to be the lucky recipient of a $1000.00 Texas State Optical Scholarship award. This award has allowed me to be one step closer in meeting my financial requirements for school. I would like to thank all the Texas State Optical doctors who have contributed to this wonderful award. Texas State Optical has made an impact on my optometry career both in and out of school.

Meet the UHCO Class of 2013 at Cadillac Bar
First year Meet and Greet - January 20, 2010
 What better way to start the new year than with meeting the first year students of UHCO many of whom are unfamiliar with TSO and what the TSO Network offers independent optometrists. The date has been set for January 20, 2010 beginning at 6:30 pm at Cadillac Bar in Houston at 1802 Shepherd.

Dr. Jack Rountree reflects back on first year of practice as a TSO
Looking back one year, has your office progressed to a point that is less than you anticipated, about where you anticipated or more than you anticipated?
How quickly one year goes by...I know we had high hopes and I feel we have reached and surpassed them as well. We are changing the mindset of our patients. We are a medical office first and optical second. The best part is when a patient calls and says, "I have this medical plan (not vision plan); I heard you take it."
What lessons have you learned on the clinical side over the past year?
Don't be afraid to give your patients the best care possible. i.e. (following glaucoma suspects, taking fundus photos, removing foreign bodies, minor surgeries). Most things go underdiagnosed if we don't take the time to look.
What lessons have you learned on the dispensary side of your practice?
Don't be afraid to put your patients in the best that is out there. (High definition lenses, 360 technology, Crizal Advance, etc.) If you educate them, they will appreciate it and in turn, you will be the practice who gave them the best vision.

Top 10 staff management tips
Today's workforce may be as motivated by a personal thank-you as a pay raise. Here are 10 ways (in order of priority) to motivate employees:
- Personally thank employees for doing a good job. Thank them face-to-face, in writing, or both. Do it early, often, and sincerely.
- Take the time to meet with and listen to employees - as much as they need or want.
- Provide specific feedback about performance of the person, and the department.
- Strive to create a work environment that is open, trusting, and fun. Encourage new ideas and initiative.
- Provide information on how the person fits into the overall business plan.
- Involve employees in decisions, especially those decisions that affect them.
- Provide employees with a sense of ownership in their work and work environment.
- Recognize, reward, and promote people according to their performance; deal with low and marginal performers so that they improve.
- Give people a chance to grow and learn new skills; show them how you can help them meet their goals within the context of the office goals. Create partnerships with employees.
- Celebrate successes of the company, of the department, and of individuals. Take time for team and morale-building meetings and activities.
Analyze fee schedules annually
Available on enetwork is a template you can use to analyze your existing exam fee schedule. It's a good idea to analyze your fees annually to ensure that they are competitive in your geographical area, with Medicare and the insurance industry.
The best way to gauge how your fees stand is by comparing them to the insurance industry and particularly Medicare and Medicaid. You should be receiving top dollar for the services you provide, whether it is maximizing the UCR from insurance companies or charging private pay patients what's appropriate. An annual fee increase like four or five percent won't scare your patients and can make a huge effect on your revenues.

OptumHealth Vision announces decrease in reimbursement

All other rates and procedures will remain the same. There are no changes in the way you file claims or submit claims.
Collect full amount for 2010 Medicare deductible
The Centers for Medicare & Medicaid Services (CMS) announced an increase on the deductible for Part B Medicare beneficiaries for 2010. The Part B deductible for 2010 is $155 for all Part B beneficiaries. Medicare beneficiaries must meet this $155 deductible before Medicare reimburses for services. Remind your staff to collect or verify that the beneficiary has met their deductible.
Update regarding the holding of Medicare claims for services
This is clarification to information that was previously posted on the TrailBlazer web site on December 22, 2009. The President has signed the Department of Defense Appropriations Act of 2010, which provides for a zero percent update to the 2010 Medicare Physician Fee Schedule (MPFS) for a two month period, January 1, 2010, through February 28, 2010.
The Center for Medicare and Medicaid Services (CMS) is working with Congress, health care providers, and the beneficiary community to avoid disruption in the delivery of health care services and payment of claims for physicians, non-physician practitioners, and other providers of services paid under the Medicare physician fee schedule, beginning January 1, 2010. In this regard, CMS has instructed its contractors to hold claims for services paid under the MPFS for up to the first 10 business days of January (January 1 through January 15) for 2010 dates of service. This should have minimum impact on the provider cash flow because, by law, clean electronic claims are not paid any sooner than 14 calendar days (29 days for paper claims) after the date of receipt. Meanwhile, all claims for services delivered on or before December 31, 2009, will be processed and paid under normal procedures.
The holding of claims allows Medicare contractors time to receive the new, updated payment files and perform necessary testing before paying claims at the new rates. CMS has instructed contractors to begin processing claims at the new rates no later than January 19, 2010. Please note that most contractors are closed on January 18, 2010 (Martin Luther King Day holiday). Therefore, even absent a new update, most claims likely would not have been paid any sooner than January 19, 2010, given the aforementioned statutory 14-day payment floor.
CMS has extended the 2010 Annual Participation Enrollment Program end date from January 31, 2010, to March 17, 2010; therefore, the enrollment period now runs from November 13, 2009, through March 17, 2010.

The fax/mail EMC documentation feature enables Medicare Part B providers to submit all their claims electronically and take advantage of the 14-day payment floor of EMC. Claims that include these services can be filed electronically and the required documentation faxed or mailed.
Providers should complete aMedicare Part B Fax/Mail EMC Documentation Cover Sheet for each electronic claim for which they are submitting additional documentation. This will ensure fast and accurate processing of this information. Please note that this form will be updated with the new fax number information by the end of January. |
